South Carolinians generate an estimated 5.1 million waste tires every year - about 14,000 per day. Why the special attention? Nearly 30 years later, issues have emerged that threaten the program. Solid Waste Policy and Management Act (Act) of 1991 (Section 44-96-170). The end-of-life management of waste tires was addressed with the passage of the S.C. South Carolina’s waste tire management program has been a success story from its beginning in fiscal year (FY) 1994 (Jto June 30, 1994) – with counties recovering nearly 110 million tires from current generation and stockpiles of illegally dumped or stored tires across the state.
